I’ve done this because i don’t want the order gives an advantageto a major. I understand the random order may not be the best solution, but now and like you, I haven’t another idea.

Just for information, for a battle round, navy moves are resolved before any army moves:

Round 1:
1) Navy moves (distance = 1)
2) Army moves

Round 2:
1) Navy moves (distance = 2) and navy moves not previously ended
2) Army moves not previously ended

Round N:
1) Navy moves (distance = N) and navy moves not previously ended
2) Army moves not previously ended
